NO structural or construction management. Location: Phoenix, AZ Employment Type: Full-Time, Regular About the Opportunity We are seeking a Senior Project Manager Civil Engineer – Land Development to help expand and lead land development operations throughout the Phoenix area and greater Arizona. This role will oversee a diverse portfolio of residential, commercial, and mixed-use development projects while leading and mentoring engineering teams. The Senior Project Manager will also build strong relationships with private developers, landowners, higher-education institutions, public agencies, and other industry partners to support business development and long-term growth. Key Responsibilities - Serve as the trusted advisor and primary point of contact throughout the project lifecycle. - Provide expert guidance on design, project scope, schedules, budgets, and overall project progress. - Oversee complex land development projects from site evaluation and due diligence through scoping, proposals, design, permitting, and final approvals. - Manage quality assurance and quality control processes. - Lead project teams by establishing clear expectations and promoting technical excellence, collaboration, efficiency, and innovation. - Mentor, train, and develop engineers, technical staff, and junior project managers. - Build and maintain strong relationships with clients, internal teams, public agencies, developers, and other stakeholders. - Partner with company Principals on business development opportunities. - Support client retention, proposal development, new project pursuits, and overall company growth. Required Qualifications - Bachelor’s degree in Civil Engineering from an accredited college or university. - Active Arizona Professional Engineer (P.E.) license. - 10+ years of relevant experience managing land development projects, particularly single-family residential development. - Proven experience leading project teams and managing client relationships. - Strong understanding of permitting and regulatory processes. - Demonstrated leadership and independent decision-making abilities. - Experience mentoring, directing, and reviewing technical staff and junior project managers. - Established relationships with local architects, developers, land use attorneys, planners, and public agencies. - Business development and marketing experience, including: - Proposal writing - Scope of work development - Project budgeting - New project pursuits Technical Experience - Advanced expertise in land development design, including: - Entitlements - Site grading and drainage - Utility design - Stormwater management - Land development best practices - Ability to perform conceptual and preliminary engineering design studies. - Experience preparing and processing regulatory plans. - Strong knowledge of Arizona jurisdictional codes, standards, and procedures preferred. - Experience conducting constructability reviews. - Experience providing construction support services. - Strong proficiency with AutoCAD Civil 3D. Requirements and skills
Bachelor's degree in Civil Engineering from accredited institution Active Arizona Professional Engineer (P.E.) license 10+ years of relevant experience managing land development, particularly residential Proven team leadership and client management experience Strong understanding of permitting and regulatory processes Leadership and independent decision-making abilities Experience mentoring technical staff and junior project managers Established relationships with local architects, developers, land use attorneys, planners, and public agencies Business development experience including proposal writing, scope development, budgeting, and project pursuits Advanced expertise in land development design: entitlements, grading, drainage, utilities, stormwater management Ability to perform conceptual and preliminary engineering studies Experience preparing regulatory plans Strong knowledge of Arizona jurisdictional codes, standards, and procedures (preferred) Constructability review experience Construction support services experience Strong proficiency with AutoCAD Civil 3D
